Meet Kelly Convirs-Fowler
Kelly was born and raised in Virginia Beach by a military family and is the proud granddaughter of Navy Veterans. She is an alumna of Brandon Middle School and Tallwood High School, and later she became the first member of her family to go to college. Kelly went to Virginia Wesleyan University where she received her Bachelor’s degree in Psychology and Criminal Justice, and later her Master’s degree in Education from Old Dominion University.
She began her career as a much-beloved teacher at Lindenwood and Lynnhaven Elementary in Virginia Beach before owning a brokerage firm specializing in helping military families relocate to Virginia Beach.
Committees & Membership
Kelly has been a Delegate for eight years. She was elected in 2017, firstly representing the 21st district and currently the 96th. In the House of Delegates, she has been appointed to the following committees in the 2025 session:

3) Privileges & Elections: Vice-Chair
Chair of Subcommittee: Campaign Finance
She also is a founding member of the Virginia Asian American and Pacific Islander Caucus (VAAPIC) which is the officially recognized legislative caucus of the Virginia General Assembly.
Kelly is a member of the LGBTQIA+ community and a strategist who resolves concerns within the LGBTQ community. She believes it is of great importance that all Virginians, especially youth, know that there is a group of representatives that support and advocate for them.
