Kelly Fowler is a lifelong Virginia Beach resident and has proudly represented the 21st District in the Virginia House of Delegates since 2018. After redistricting, she represents the 96th district that is completely in Virginia Beach. As your representative for Virginia Beach in Richmond, she has been guided by her firm belief that the role of a public servant is to improve the lives of her constituents.

Delegate Fowler has been a steadfast advocate for working families, first responders, and members of the military. She currently serves on the House Education Committee, Labor and Commerce Committee, and serves as the Vice Chair of the House Privileges and Elections Committee, where she fights to strengthen the economy for everyday Virginians and protect voting rights.

Both of Delegate Fowler’s grandfathers were from the Philippines and served in the U.S. Navy. Through their service, they both earned their U.S. citizenships and eventually settled in Virginia Beach where Delegate' Fowler’s father served on a submarine.

Delegate Fowler attended Brandon Middle School and Tallwood High School — Go Lions! She then went on to become the first member of her family to go to college, receiving her Bachelor’s degree in Psychology and Criminal Justice from Virginia Wesleyan University and her Master’s degree in Education from Old Dominion University.

Delegate Fowler began her career as a much-loved teacher at Lindenwood Elementary and Lynnhaven Elementary in Virginia Beach before fulfilling her dream of becoming a small business owner. Today, she owns and operates her own real estate brokerage firm, specializing in helping military families relocate to Virginia Beach.

Kelly and her husband Dave grew up in military families in Virginia Beach and are proud to be raising their three children here.
